That would be former congressman, Republican Jim Leach from Iowa. Many might try to blow this off, but here is part of Leach’s resume:

Interim director of the Institute of Politics at the John F. Kennedy School of Government at Harvard University
John L. Weinberg Visiting Professor of Public and International Affairs at the Woodrow Wilson School of Princeton University

In other words, Leach is a foreign policy expert (and considered one by hi colleagues). This is a big smack in the fact to the McCain campaign.
