That is what the James Oberstar, chairman of the House Transportation and Infrastructure committee, has said the FAA needs to do:

The Federal Aviation Administration should “clean house from top to bottom” and has too cozy a relationship with the airlines, the head of a congressional committee investigating airline safety inspections said Friday.

This is something that has become to common under the Bush White House. The agencies meant to protect the people are becoming cozy with the people they are supposed to watch. The next President will have to spend years deprogramming the staff of these agencies so that they remember they are there for the people, instead of the corporations.
